are the clinets windows or linux? if they are linux then:

ssh -l root <ip of masq box> /sbin/ifup ppp0

or

ssh -l root <ip of masq box> wvdial


the user will be asked for the root password and then it will dial.
I think that there is a way to make it remember passwords
checkout man ssh


The masq box need to be running a ssh server and have
the dial-up connection set up as ppp0 or with wvdial

you could put the above lines in a script and then use a launcher from 
gnome or kde.

also setting up the dial-up connection to auto disconnect would
be useful
