I've only seen it a couple of times -- most distros seem to include it if
you select some kind of "developer" option. On at least one occasion I've
sat there wondering why installing rpm-devel didn't fix it. It's a
developer feature, right ? =)

I seem to recall that it pulls in a lot of dependancies that otherwise
wouldn't be needed... like a compiler :)
