Ssh could do this. Set your CVS_RSH var to 'ssh', and your CVSROOT to
':rsh:cvs_server:/path/to/cvs/root'. Then, in your .ssh/config put
Host cvs_server
hostname 0
port 4433
And in your crontab put:
@reboot screen -mdS cvs_tunnel ssh -L4433:cvs_server:22 cvs_proxy
