This indeed was it. qmail-scanner does not run spamassassin when qmail
is acting as a relay. taking the RELAYCLIENT="" bit out of the 127. line
means that qmail will no longer act as a relay for locally sent mail.
this also means that spamassassin will be invoked for any such mail. Not
acting as a relay is fine as fetchmail is sending all of the mails it
fetches on to domains whose mail is hosted on the local machine. Just
thought i should post this for completeness.
