I use gimp on WinXP here at work quite a bit and have never run into
any problems with it, no more than any other Windows app that is.  At
the very least, it would show that there are alternatives to
Photoshop/Paintshop Pro that are every bit as good without costing an
arm and a leg.
I also use Dia, http://www.lysator.liu.se/~alla/dia which is very
uselfull for doing simple graphics, flowcharts, block diagrams etc. It's
also very stable on Windows.
