I'm not an expert, but I don't think you should include them.
The whole point of their trick is to provide a statistically useless
message body. I think the solution instead is to score messages with
HTML attachments highly. This of course is a pain if you correspond with
people who you can't realistically tell not to.
AIUI, they get through on ILUG precisely because the attachments don't.
