In /etc/xinetd.d you will probably find whatever ftp server your distro came 
with as a config file option.

Turn it on.

If the box isn't going to be facing the big bad internet you probably don't 
care which ftp server you use.

If by overkill, you mean essential, like a keybord, VDU and your own mail order 
bride come coffee making machine, then yes!
