Hum. According to
http://www.cvshome.org/docs/manual/cvs-1.11.6/cvs_9.html#SEC82
cvs should be automatically converting to/from whatever the convention 
is on your platform. Is this cvs repo hosted on a unix box? Easiest 
thing is probably set your editor up so that it saves the files with 
windows line endings. ':set ff=dos' in vim for example.
