I think you're missing the point.
let's say there is a club with 5 members, called #1, #2, #3, #4, #5
let's say #3 and #4 have not logged in in 20 years - safe to assume they
have lost interest in their memberships.
if you delete #3 and #4 from the membership database, what is the next
new member numbered? there would be controversy if the new member was
numbered #3, so the new member is numbered #6 instead (for more reasons
than just controversy). This means that there are only 4 members, but
one of them is numbered #6
makes sense?
