Yes, and for those n people to be able to call each other internally,
and have voicemail, etc.

Add Voip to the mix and it starts to get interesting. Consider one PSTN
line that has ADSL. Get a linux box, add an analogue line card, some SIP
(voip) phones, and you could have a home PBX that will route long
distance calls over the Internet, local over the PSTN, and allow both
incoming PSTN and incoming SIP calls to ring the chosen extensions.
