Update:
I tried dhclient, then installed dhcp3-client, same thing, tried udhcpcd, same 
thing.
I dont have any firewall rules. 

I think the dhcp server is replying,(217.159.74.1) but the dhclient doesnt 
seem to see the responses ? ... see extract from tcpdump below...

my tcpdump is---
