There has been work done on producing open courseware for ECDL in Italy
http://www.ecdlinfo.it/Euk/OpenECDL.htm.

I have never seen the materials produced but the image on the following 
link is promising.
http://www.thesmartecdl.it/.

As a number of secondary schools use ECDL having it available for Linux 
would be a good selling point.
