What happens if you try to upgrade them together?
rpm -Uvh glibc-2.3.2-27.9.7.i686.rpm glibc-common-2.3.2-27.9.7.i386.rpm
glibc-utils-2.3.2-27.9.7.i386.rpm
This way, the interdependencies should be satisfied.
