Even better, install apt:
http://apt.freshrpms.net/
Its an intelligent frontend to package management systems like rpm.
(or dselect on debian). Once you have it installed do:
apt-get update # this downloads the latest lists of available
#software
then to install balsa:
apt-get install balsa
apt will automatically download and install any dependent packages
(it will ask you though). If you want to search for packages, eg
ones that might have irc their names or brief descriptions:
apt-cache search irc
