Well, if they had decided to use MS software, as they clearly had (and a
function of the LGCSB is to decide wqhat software is used by local
government) it would seem a little pointless putting it out to tender, as
there's hardly a possibility of getting a better price than that from
Microsoft for Microsoft software.
A MUCH better question to ask the LGSCB is whether or not they looked at
alternatives to Microsoft software.
