TBH, the eye-catching this for me from John's original mail was:

This is a horrifying thought for a DSL line, under normal circumstances 
its leased line territory, though, upon further reading, I've concluded 
that John is involved with Clongowes Wood College, a school, where a 
1meg DSL connection may well suffice their usage.

If I had signed a contract with a company for a service, and they were 
then unable to offer me that service, I'd be chasing them to offer me 
the next best package with as many of the benefits of the service I 
signed up for as technically possible, in your case, the lower speed 
without the cap!
