The Iraqi Domain wasn't 'deactivated'.
It appears that the domain is the property of a company in the USA
which is in deep doggy doo doo due to the illegal shipping of arms and
other stuff to certain states, contrary to US Law.
ICANN are being urged to free it up, but methinks the lawyers for
these people may have other opinions.
