[ILUG] NTSC DVD to PAL DVD

I got a DVD from the USA but it is in NTSC and I want to be
able to play it on a DVD player that is not able to convert
it to PAL.
Does anyone know how to convert it on linux, transcode looks 
like it would do the job but I don't want 30 pages of instructions
as seen on some sites that google found.
One nice short command line would make for an easy life.
