 yer using wvdial(1).  good.

 the other end is not prompting for a username or anything,
 but trying to start PPP immediately.  ok.

 you haven't set Stupid Mode, so wvdial is waiting for a
 username/whatever prompt.  not good.

 when wvdial eventually times out and tries starting pppd
 'cuz it hasn't seen a prompt, the other end has (probably)
 timed out.  result: no PPP connection.

 try setting Stupid Mode in yer wvdial.conf(5) ?
