Me thinks Eircom has to guarantee a data service of 9.6Kbps over POTS.

I have also heard whispers of some folks in the Mount Argos/Terenure 
being able to get NTL's Broadband, Might be worth giving them a shout.

The easy thing is usually to get a new phone line put in and then get 
Eircom to test it for BB, I have yet to hear of anyone failing, who did 
this.
