Threads on www.boards.ie have some interesting tips - some good some 
pure superstition.  But there is always hope!  Have you checked the 
audible buzz isn't due to something between the line that enters the 
house and the phone*?  Maybe the more technically qualified will back me 
up(/shot me down in flames), but even something like a faulty line 
splitter might cause the line test to fail.

My line (in Naas) was passing for a while before I decided to get BB. 
Murphy's law meant it failed when I went to order, but passed next month.

* When we first moved into this house the phone quality was poor, until 
we investigated and found that the previous owner (an appalling diy 
enthusiast it seems) had spliced in a cable badly with sellotape to move 
the phone socket out of the cupboard under the stairs.
