cvs version on the connecting box is 1.11.6.
On the server it's 1.11.6.

service cvspserver
{
         disable         = no
         socket_type     = stream
         wait            = no
         user            = root
         group           = wheel
         log_type        = FILE /var/log/cvspserver
         protocol        = tcp
         env             = '$HOME=/home/cvsroot'
         log_on_failure  += USERID
         port            = 2401
         server          = /usr/bin/cvs
         server_args     = -f --allow-root=/home/cvsroot pserver
}

And yes, I really shouldn't run that service as root, I'm doing a work 
around for a different error, something about not being able to chgid, 
that this fix didn't work for, or I didn't configure properly.
