and actually, reading this again, that's faulty reasoning. if the gov't
required all work done for it be done under the gpl, then if company X
is failing to deliver (in terms of deadlines, quality or functionality)
then they can fire company X and use company Y.
now company Y might consider the codebase crap and start again, but at
least they'll have a crystal clear idea of what they're getting into.
