Yep! and http://www.free-project.org/users/, but none use PRSTV.
There are a few PRSTV implementations rolling around, liek the
one developed by David Malone at:

	http://www.maths.tcd.ie/~dwmalone/vote.html

The input is of the following form:
 
 #seats
 ballot1 -1
 ballot2 -1
 ballot3 -1
 ...
 EOF

Each ballot is a list of candidates, in order of preference. Each
candidate is a small integer. And another one by me from the 

	http://lists.stdlib.net/mailman/listinfo/free-prstv

project (though the mail end of that kinda died).
