There are a few PRSTV implementations rolling around, liek the
one developed by David Malone at:

The input is of the following form:
#seats
ballot1 -1
ballot2 -1
ballot3 -1
...

Each ballot is a list of candidates, in order of preference. Each
candidate is a small integer. And another one by me from the
