Apologies if this has been mentioned already (haven't had time to read all the posts) but while doing some surfing for information on E-voting recently, I came across some interesting articles on the Wired magazine website regarding the Australian Government's development of an Open Source E-voting system running on Linux. Interestingly, a US student, Scott Ritchie, plans to modify it for Californian voting rules, and also to incorporate a VVAT (which the original Australian system doesn't have). See:

This looks like a good starting point if you're looking for one. Incidentally, the development of such a system for the Irish STV system will most definitely be a student project at ITB starting next September! (Unless, of course, someone gets there first! ;-) )
