it's part of a separate package. In case it's any help:

iptables v1.2.9
root at headache:~#dpkg -l | grep iptables

ii iptables-dev 1.2.9-6 <description removed>
I'm pretty sure it's not part of iptables-dev aswell, because I only
installed that a few weeks ago.
