Not that I know of. I used it easily over a year ago. And, I don't think
it's part of a separate package. In case it's any help:

root at headache:~#iptables -V
iptables v1.2.9
root at headache:~#dpkg -l | grep iptables
ii  iptables       1.2.9-6        <description removed>
ii  iptables-dev   1.2.9-6        <description removed>

I'm pretty sure it's not part of iptables-dev aswell, because I only
installed that a few weeks ago.
