You're allowed to ask whatever price you want for GPL software.
You've gotten confused with the "for the cost of the physical medium"
clause for the case where GPL software is sold with an _offer_ to
provide source. This is to prevent people circumventing GPL by
shipping only binaries but charging, eg $1M for the source (eg,
imagine a wireless router company doing so as a means to protect
source for the wireless chip driver?)
But you can otherwise charge whatever you like for the software.
GPL != Free beer.
