 I really wouldn't worry about it. Think of it as the equivalent of guys
walking down the road, looking into the windows of houses, trying to work
out if there is anyone in.

 The guys in HEAnet logged graphs of a load of traffic that was destined
for a block of IP addresses that weren't even commissioned, and this will
show how much traffic they could attract;
