What I do is paste the jpg's into OpenOffice and convert them straight to
pdf format. Easy peezee. Works for jpgs, tiff etc

Well, you could convert them all to PS, then psd2pdf, then use this:

To concatenate them. Alternatively, it should be pretty easy to bung
them all together into html and use

If I were doing it myself though, I think I'd be most inclined to use
FPDF. 

http://www.fpdf.org/

If you know php, then it's the business. Even if you don't you'll puzzle
it out.
