I personally use GNU gnats + Bugtracker to track software bugs.  I can
see how they can be used as tickets for issues aswell.

Roundup comes well recommended by a sys-admin friend of mine in a large
monopolistic telco *friendly jab* :)  He states that the complexity is
worth grokking as the app is solid

A cursory glance at sourceforge also brings up

but I'm wary of many PHP applications these days, though I'm not stupid
enough to discount an app _just_ because it's in PHP.
