No, but they are trying to "pass off" a non GPL product as GPL, which is
questionable.

It might be free (as in beer), but it has a licence you sign up to in
order to install it => it has value => a legal contract exists => they
are "trading" and so I would think they are bound by the Trade
Descriptions Act. (IANAL, YMMV, etc)
