Well, I would say that what you do during that time is up to you. I
would never advocate waiting around for anyone you don't have a signed
contract with. Yes, you might find yourself wanting to leave company
Z, talking to company X, not hearing anything for however long,
talking to company Y, getting a job offer in a fortnight, doing all
the paperwork, only to find that company X is suddenly interested
again, but that's just the way the cookie crumbles. If you think company X took
too long to get back to you, and you just can't live with it, well,
join company Y. Either way, you're better off than at company Z (or at
least you have a new and different set of problems to deal with, and
sure isn't a change as good as a rest?).
