What's interesting about this story is that the actual costs of once-off 
training were substantially offset by the savings in license costs without 
any loss in functionality. As a result the City could move 20% of its 
desktops to Linux without any migration problems caused to employees. 

Maybe examples such as this will prompt government and business in Ireland to 
re-evaluate their stance on open source.
