Someone had mentioned this to me, but in general I found that I never
got less than 50k/s with dial-up.

It is very annoying that you have to do this. If you're on an enabled
exchange it would be nice to be able to ask for an engineer to
checkout your specific line. In my case I would have been willing to
pay for his time.
Whats the hourly rate for such an engineer? < EUR 50? In general it
would probably only take him half that to say: "Yes I can fix it? No
you cannot get DSL".
