I'm quite sure that, either.

A: One branch of the government has _no_ idea, Mary Hannafin was brown 
enveloped by MS, into proclaiming Open Source too expensive for the 
Irish government (wise and experienced IT purchaser that Ms Hannafin is).

B: Having been ignominiously defeated in local elections Fianna Fial, 
having done lots of soul searching have decided to soften up their 
public image.

To be honest, it's almost certainly not case B[1], since that sounds 
much too much like predicated thought and having a _plan_.

To quote Napoleon. "Never ascribe to malice, that which can be explained 
by incompetence", or basically, left hands not knowing what right hands 
are doing.


[1] Aren't there something like 4000 people waiting to be deported, who 
have children who are Irish citizens, soft public image?
