Yes, it would be cat .. my ping times are absurd ... best around 1200ms 
.. yes, thats right 1.2 seconds !!! .. I have seen it vary from 1.2 secs 
to over 8 secs at times.  I havent even tried online gaming, as i'm sure 
its practically unplayable.
