For apt-get add
Acquire::http::Proxy "http://username:password@proxy2.tcd.ie:8001";
to your /etc/apt/apt.conf with appropraite substitutions.
You'll probably want to make it 600.
For wget - in your .wgetrc put
ftp_proxy=http://proxy2.tcd.ie:8001/
http_proxy=http://proxy2.tcd.ie:8001/
proxy_user=username
proxy_passwd=password
There's a http_proxy enviroment variable you can set but I don't think
you can set a user/password with it which makes it pretty useless in
this case.
