Nothing happens.
If a motion fails nothing happens, something only happens if a motion is
passed!
Now if Colm's original proposal is passed then the change he does not
want happens.
If my reversed proposal is the only one on the table, then Colm's
undesirable outcome is not possible (either we endorse an open posting
list or things just stay as they are).
