Try downloading the extendedPDF addon for OpenOffice. It gives you the option
of saving in either Acrobat 3,4 or 5. It also converts hyperlinks properly
and uses the headers for making a proper contents bar.

A colleague to whom I've recommended OOo is having difficulties as people
keep telling him his PDF is corrupt. The file command informs me that it's
v1.4, so I think they probably just have old versions of acrobat reader.
I can of course do:
pdf2ps file.pdf
ps2pdf13 file.ps
for him, but that's not a great solution in general.
