As was mentioned elsewhere, Dreamweaver supports a few different
languages. PHP is one. Another is ASP.

As was also pointed out elsewhere, a lot of sites are generated with RAD
in mind, which, in this case, usually means /very/ poor standards (I
know - I tend to read through the source of websites), very poor
accessibility (testing on one browser only - IE6 - with flash,
javascript, etc, enabled), and no regard for low-bandwidth users.

Also, a lot of companies - especially government-funded - go for the
lowest bidder, or close-to, which can mean people, or small companies,
who do not have the experience and knowledge to properly decide which
languages/platforms they should be doing the project in.

I would bet that in most cases, web design/development is done with
absolutely no knowledge on the development company's side of the actual
underlying technology used, apart from its name.

Also, as a lot of designers come from a graphic-design history, rather
than a computing one, they usually go for the most visible technology,
concluding that because it is so visible (ie: highly advertised), it
must be good.

This is all changing, I'm sure. Web development is still a young
business. As it develops, the companies will figure out the proper
requirements for their employees' knowledge, and conclude that simply
knowing how to draw a picture or write some visual basic does not make a
person a web designer/developer.
