It certainly doesn't cover all of the space routed by HEAnet, due to
pre-RIPE allocations and so on. There are ways to approximate a full
list of Irish IP addresses. If you can speak Cisco, HEAnet offers a
looking-glass at http://www.hea.net/looking-glass/ , which includes the
ability to see what INEX peers are advertising.
The best resource I've ever found for doing this kind of thing (which
generally has limited functionality) is the
http://ip-to-country.webhosting.info/
public database. It's based on RIR allocations, whois trawling and other
analyses. It's pretty accurate for Ireland.
