I had a think over lunch about it, Im thinking of going a combination
of  padraigs and michaels ideas
Use a .htpasswd file that the teachers can manage from a web page to
add or remove groups and give each room their own .pac file. When a
class is finished the teacher logs and the passwd file is deleted.

Buuut Im looking at that censornet with interest, you only pay for the
blacklists yeah? That looks interesting alright, considering I was
going to pay for the dansguardian blacklists
