It fixes some problems with IE's implementation of CSS.
Most useful for selectors (see kae.verens.com for an example of css used
to highlight external links), transparent pngs (just rename the png so
it's *-trans.png), and proper positioning
the original doesn't work in IE (meyerweb.com/eric/css/edge/)
