Try dvdrecord. Also (as far as I recall - and it's been a while since I
burnt one) I believe that some DVD+/-RW's have a minimum burn speed.
The ones I have here say they are incompatible with 2x recorders
"without a firmware upgrade", and specify 2.4-4x.
