Well, you can do all of that using a linux virtual host (specific
providers have recently been discussed in earlier threads), though
this may not be the cheapest (linode.com seemed to be the cheapest
provider that got positive comment, and they charge USD20 per month
for their basic virtual host service).
For web hosting, with ssh access and (in my experience)
clueful/helpful support, nearlyfreespeech.net can work out very cheap
for low bandwith sites:

They charge on a "pay as you go" basis, so you add credit to your
account and for each 1Gb of traffic to your site they deduct USD1.
For each Mb stored for 1 month, they deduct 1 cent. For high traffic,
I don't think they are the very cheapest, but for low traffic sites
the deal is hard to beat.
That still leaves the problem of email of course :-/
