I don't know too much about this but I believe that Dell and others have
to pay a standard price for Windows.  The "subsidy" comes in the form of
co-advertising dollars as in "Dell recommends Windows XP".  So if
someone buys an IBM lappy and someone else a Dell lappy and they both
get different dollar amounts for the refund it would be time to call in
the competition authority.  But the bottom line is that you should be
refunded the OEM price for WinXP not the OEM_Price -
Co_marketing_value_per_unit.
