Well, java runtimes are widely available (mostly Sun's JRE, but there
are other implementations i believe). The specifications for the
runtime are available, so anyone can implement one (big job though).
The Sun JRE licence allows free redistribution if bundled btw:

Does still present quite an obstacle to many distributions though.
