If you want cable TV as well, you might consider NTL.  They will provide
cable TV and 1Mbit broadband for EUR45 per month and no phone line rental
to pay.  You can add VoIP phone service {from a different provider} for
not much more.  There is at least one VoIP provider on this list.

NTL broadband do not provide static IP addresses but their FAQ says:

	"We do not provide static IP addresses but you will find that they
	rarely change."

Whether this will continue as their broadband market grows I cannot say.
I've had the same IP address for the last 6 months and a DNS entry at
dyndns.org for my cod.homelinux.org domain...
