A VOIP service like www.blueface.ie will give you a Irlsh phone number,
you need some form of IP phone or ATA unit and a BB connection.

The management of the ATA is fully Linux compatible.

I have a friend who has a Irish/UK business and needs an Irish number 
that he can redirect at will(preferably) to UK numbers. He already tried

  [1] but the quality of service was poor. Something with 99% QoS is 
needed. Anybody any pointers?
