 I have NO idea!
 trying asking the people for whom the documents are being
 generated why they _insist_ on M$-Worthless encryption?

 the original poster mentioned something about the version
 control policies at the company involved, and suggested
 not asking why.

 in my case, for the times I had to do it, I did ask the
 document-requesters ‶why?”.  I never ever got a sensible
 answer.  the “answer” was usually similar to “because”
 (plus an insistence it had to M$-Worthless, and PDF or
 plain text would not do).  no amount of asking “why?”
 again would elicit anything useful.  fscking idiots!
